In actual practice, the decree was extended to many other categories of Jewish population. On 14 July, a secret order was issued allowing for the expulsions to commence but also stipulating the right for deferment for various time periods, with the maximum of one year.

Koreans 62 constituted the key ethnic target (although not the only one) of this policy. 6 million Koreans were subjected by Japan to forced labor, primarily on Korean territory: starting from 1944, all children from the age of the fourth school year and older were obliged to work.
