Relationality involves not only contested social relations but also intricate connections and flows between spaces and places, which I seek to map through the methodological strategy of fieldwork nodes. It is my hope The Politics of Poverty • 33 that such explications of the rural-urban interface break with what Burawoy (1991, 6) critiques as the “conventional correspondence between technique and level of analysis,” such that the constitution of “macro” structures through the “micro-organization” of life and work is revealed.
In the chapters that follow I detail this new face of the regime, but let me preview two key issues. First, as I have already mentioned, while the Left Front has been long known for its agrarian reformism, more recently it has engaged in a strategy of urban developmentalism. The Left has always deftly reconciled its radical ideologies with the constraints of parliamentary democracy (Herring 1989). But in the 1990s, in keeping with India’s liberalization drive, it launched a New Economic Policy (Shaw 1997), partly in order to adapt to the electoral challenges of the new millennium (Sengupta 1989, 1997).
But squatting, by definition, is a volatile process involving cycles of eviction and resettlement. In the winter of 1996, as I visited each site marked on the 1992 Unnayan map, I realized that most of the settlements had disappeared, and that it was going to be impossible to use the map as a tool for locating squatter settlements. In fact, a 1996 Unnayan report came to exactly the same conclusion, highlighting the volatile cycles of evictions and resettlements that characterize squatting. But if the Unnayan studies were not road maps, they were at least signposts.
