Since the falling upon does not seem to have different effects than the entering in of 2:2 (both prepare him to hear the Word of the Lord), it seems obvious that the same Spirit is meant. Also in 11:24, Ezekiel is brought in a vision by the Spirit of God, and in 37:1, he is caused to go out by the Spirit of the Lord. These, too, are parallel to other passages where the Spirit is mentioned. All thus refer to the Spirit of God. God-Given Visions The question of the nature of the visions and how the Spirit lifted Ezekiel is more difficult.

28 The Spirit and the Word One of the most important themes brought out in the Old Testament is the close relationship between the Spirit and the Word (Proverbs 1:23; 2 Samuel 23:2; Micah 3:8). The prophets who spoke God’s Word were regarded as His chief agents. ” It is true there were false prophets who claimed inspiration (1 Kings 22:24; 2 Chronicles 18:23; Jeremiah 28:1–4). But they followed their own spirits (Ezekiel 13:3) and the Lord had not sent them. Events as well as the judgment of God showed they were false.

He is the One who has the tongue of the learned (because He is taught by God) to encourage the weary (those who are exhausted or ready to give up), and who also gives His back to the smiters (Isaiah 50:4, 6). He rescues those who are hopelessly at the end of themselves (Isaiah 42:3), and He himself “will not falter [grow dim, as a light] or be discouraged [or, rush; or, be crushed], till he establishes justice [and practical religion] on earth. In his law [His teaching, or instruction about Him] the islands [including all distant lands] will put their hope” (42:4).
